The mission of the Housing and Human Services Department is to preserve and revitalize neighborhoods by working in partnership with the community to achieve our shared vision of Irving’s future. The Housing and Human Services Department serves the diverse needs of residents through its participation in administering housing and community development grant programs funded by the U.S. Department of Housing and Urban Development (HUD). HUD provides eligible entitlement communities with annual grants that can be used to revitalize neighborhoods, expand affordable housing and economic opportunities and/or improve community facilities and services, principally to benefit low and moderate income persons. HUD determines the amount of each grant an entitlement community receives by a formula which includes the extent of poverty, housing overcrowding, age of housing and population growth lag in relation to other metropolitan areas. Specifically, there are three types of grants under the program for which the city is eligible; Planning and Development Block Grant, Home and ESG.
Community Development Block Grant (CDBG) Program
Authorized under Title 1 of the Housing and Planning and Development Act of 1974, the CDBG Program provides eligible cities and counties of over 50,000 in population with annual formula-based grants. Grants can be used to revitalize neighborhoods, expand affordable housing and economic opportunities, and improve community facilities and services.
Funding received from HUD for CDBG activities or projects is used locally to meet priority community needs identified in the City of Irving’s Consolidated Plan. All activities carried out with CDBG funding must meet one of these National Objectives:
Grant recipients must certify that at least 70 percent of HUD funds must be expended on behalf of low- and moderate-income persons.
