Telecommunications in both The United States (US) and Mexico is highly regulated despite years of deregulation and privatization.  To get these two regulatory systems to work together for a crossborder communications project is difficult.  In addition to the legal challenges, there are differences in engineering standards, measurement systems, accounting practices, languages, and business cultures.
